Statement on Stalled Naphtha Cracking Process at the Sixth Naphtha Cracker Industrial Area


Yunlin Environment Protection Bureau at about 4 o’clock in the afternoon conducts scheduled inspection at the Sixth Naphtha Cracker Plant (6-NCP) and finds emission of black smoke at the First Olefince Plant (OL1). Due to abnormality in the production process at the plant, the gas compressor used in the production process has stalled, causing the gas produced in the process being diverted to the burning tower where the gas is burned and exhausted.

The equipment causing this abnormality is not the C5 hydrogen reaction unit at the First Naphtha Cracker Plant that has been shut down by the Bureau on July 7, 2010. Other production processes that the C hydrogen reaction unit is not involved are not covered by the operation cessation order of the Bureau, and therefore the factory has resumed production in the afternoon on the 15th of this month. As an operational necessity, the burning towers are used. No black smoke is produced from the burning towers today, and Air Pollution Control Act is not violated.

The stall at 4pm on the 19th at the plant has caused emission of black smoke from burning tower and violation to the Air Pollution Control Act; the Environment Protection Bureau shall administer investigation and penalty according to laws.
