County Makes Emergency Response Plan for Frequent Odors at Shoreline

9 Students and teachers of Xinxing Elementary School in Taixi Township, Yunlin County were hospitalized due to unknown odor on the 13th, a second time in a roll. Magistrate Su is infuriated by the consecutive air pollutions in Mailiao and Taixi townships; she has instructed the Environment Protection Bureau to conduct a full scale investigation to pursue the prime culprit while the County Government has also initiated the newly formulated emergency response protocol for crisis management to protect the health and safety of the students and teachers of the schools along the shoreline.

In the afternoon of the 9th this month, as many as 85 students and teachers of Lunfeng Elementary School and Xinxing Elementary School in Taixi Township and Mailiao Elementary School Yang Cuo Branch in Mailiao Township were exposed to foul-smelly air from unknown source and experienced dizziness and nausea. According to the data of the Environment Protection Bureau, the concentrations of ethylene and propylene discharged by the Sixth Naphtha Cracker Plant increased dramatically at the same time, suggesting a strong link to the odor.

Beyond any one’s expectation, once again 9 students and teachers of Xinxing Elementary School in Taixi Township in the afternoon on the 13th were exposed to abnormal odor and hospitalized while the Environment Protection Bureau’s investigation was in process. The school asked all personnel to stay in air-conditioned classrooms and stopped al outdoor activities. Students and teachers who felt sickness were hospitalized for treatment and samples were drawn; they were later on released from hospital and went home.

Magistrate Su is infuriated by the serial air pollutions in Taixi and Mailiao townships and demand the Environment Protection Bureau to conduct a full scale investigation and deliver the prime culprit. At the same time, Magistrate Su also instructs the Environment Protection Bureau to install fixed automatic sensors on all of the 392 chimneys in the 6-NCP to guarantee that there will be no more free ride.

Meanwhile, the County Government has established an emergency response unit consisting Environment Protection Bureau, Fire Bureau, Public Health Bureau, and Education Department. An emergency response protocol will be initiated if the air over the schools adjacent to the 6-NCP deteriorates and causes physical symptoms to the students and teachers; if necessary, evacuation operation will begin.

Regarding to the impact of wind on the direction of airborne chemical pollutants, the Education Department has planned for the escalated scenario that the students and teachers of adjacent schools are to evacuate toward east. Students in Mailiao Township are to be evacuated to Lunbei Junior High School, students in Taixi Township to Dongshi Junior High School and Elementary School, students in Sihu Township to Yuanchang Junior High School and Elementary School, and students in Kouhi Township to Shueilin Junior High School and Elementary School.
